It all depends on when you go, and who you choose to travel with as your guide. If you go to Tanzania when the wildebeest migration is happening I would suggest that as the winner over Botswana. However Botswana is less crowded (with few other tourists) whereas the Serengeti can be jammed with mini-vans if you don't get way off the beaten path. Tanzania's Selous is remote and large enough to capture that feeling, but it does not compare with the Okavango Delta in Botswana for birds. The elephant herds in Botswana are also greater, but if you're into big cats, there's nothing like seeing the prides of lion that follow the migration.
